Former North Dakota state senator Ray Holmberg, a Republican who served for more than four decades in the state legislature, has been sentenced to 10 years in federal prison following a child exploitation case tied to international travel. The sentence was handed down on March 26, 2025, marking a dramatic end to one of the longest political careers in North Dakota history.
According to the U.S. Department of Justice, Holmberg pleaded guilty in August 2024 to a federal charge related to traveling abroad for illicit purposes involving minors. Federal prosecutors said the case involved repeated overseas trips during which Holmberg engaged in criminal conduct connected to child sexual exploitation.
Court records show that the sentence exceeded the advisory federal guideline range. Prosecutors argued that an enhanced penalty was warranted due to the seriousness, duration, and pattern of the offenses, as well as Holmberg’s abuse of public trust as a longtime elected official. The judge agreed, imposing a decade-long prison term followed by supervised release.
The prosecution was brought under Project Safe Childhood, a Justice Department initiative focused on preventing and prosecuting crimes involving the sexual exploitation of children. Officials emphasized that the case underscores federal efforts to pursue offenders regardless of status or political affiliation.
Holmberg served in the North Dakota legislature for 45 years and was once considered one of its most influential figures. His conviction and sentencing have prompted renewed discussion about accountability, oversight, and the reach of federal child protection laws in cases involving international travel.
